CPSL presents 2019-20 Annual Report & important announcements about new national safeguarding body
On December 3 Catholic Professional Standards held its 2020 Annual General Meeting, at which a number of important matters were determined.
Firstly, CPSL's Members received from the Board Directors CPSL's 2019-20 Annual Report. We encourage you to read this Report, and celebrate the ongoing commitment to creating safe environments for anyone who comes into contact with the Church in Australia, especially children and adults at risk, that this Report clearly demonstrates.
Secondly, yesterday's meeting also marked the conclusion of CPSL as we know it and heralded the transition of CPSL into a new form - 'Australian Catholic Safeguarding Ltd' (ACSL). ACSL merges existing entities and services: CPSL, the Australian Catholic Centre for Professional Standards and the Australian Catholic Ministry Register; bringing together national responsibilities for safeguarding into one entity. ACSL’s Members are the Australian Catholic Bishops Conference (ACBC), Catholic Religious Australia (CRA) and the Association of Ministerial Public Juridic Persons (AMPJP).

‘Australian Catholic Safeguarding Ltd’ (ACSL) has today been launched as the Australian Catholic Church’s new national body for safeguarding, which will streamline and coordinate the Church’s work to create safe environments for children and adults at risk. This month we will discuss some items that are fundamental to safeguarding – the Safeguarding Policy, Commitment Statement and Code of Conduct. These documents are key to compliance with Standard 1 of the NCSS but they also relate to specific Indicators in Standards 4, 5, 7, 8, 9 and 10! So getting these right is very important as the adequacy (or otherwise) of these documents has significant flow on effects in terms of compliance with the NCSS.

New book captures themes from national social services conference

In February 2020, Catholic Social Services Victoria (CSSV), together with Catholic Social Services Australia, hosted the national conference, Serving Communities with Courage and Compassion. More than 200 representatives from across Australia and New Zealand working in Catholic social services and related fields gathered in Melbourne from 26-28 February.
In keeping the key learnings, conversations and formation alive from this event, CSSV is excited to announce the publishing of a new book, which goes by the same name – Serving Communities with Courage and Compassion. This valuable resource includes more than 20 chapters that capture the key messages and themes from the conference, and which are highly relevant in our work today.

In September's column we will focus on one specific Indicator in the NCSS – Indicator 1.3.2. This Indicator requires that “Where the Church Authority’s governance includes countries other than Australia, the entity must apply these Standards taking into account relevant international declarations and local legislation.” We know that many Church entities have mission works overseas, often in developing countries where the work may be conducted in rural and/or remote areas. How does one apply the NCSS in these situations, where often the local laws and customs are very different to what we know in Australia, and where child safeguarding may not be seen as a priority?

Audits of Catholic dioceses and religious institutes have revealed a “consistent commitment of leaders and an emerging and strengthening child-safe culture”, according to Catholic Professional Standards Ltd.
Since its establishment in 2016, CPSL has developed and rolled out the National Catholic Safeguarding Standards, provided safeguarding capacity-building to Church entities through training, support, advice and guidance, and developed an audit framework to measure compliance with the Standards.
CPSL Impact Report
CPSL’s work focuses on two broad areas – building capacity of entities to better safeguard and protect children and vulnerable adults alongside audit and compliance activities which assess and report on how entities are progressively implementing and improving their safeguarding strategies.
CPSL has produced a report to present key data about our capacity building and audit activities, and report feedback from those who have accessed our services.

A decision on the work of this new entity is due to be made in early September. This month we have uploaded new support materials on the CPSL website which have a focus on raising awareness and providing support to address National Catholic Safeguarding Standards indicator 4.1.2:
The entity’s Complaints Handling Policy [refer to Criterion 6.1] and practices demonstrate an understanding of barriers that prevent children from disclosing abuse and barriers for adults recognising and/or responding to disclosures, and articulates processes that reduce barriers to disclosure.

CPSL was formed in response to the findings of the Royal Commission into Institutional Responses to Child Sexual Abuse. It has been tasked with developing robust safeguarding standards to effectively safeguard children and vulnerable adults who come into contact with the Catholic Church in Australia and auditing the compliance of Church entities in Australia with these safeguarding standards.
CPSL chief executive officer Sheree Limbrick said this year had been a “big year of milestones” for the organisation.

This month's newsletter highlights the launch of CPSL's 2020 Training Calendar, celebrates the 30th anniversary of the Convention on the Rights of the Child, and also includes two features highlighting very different aspects of safeguarding practices - you can read about the Archdiocese of Brisbane's Volunteer Program and also hear about how the Australian Catholic Youth Festival's organising team have gone about preparing to host a child-safe celebration of young people of faith. Celebrating good volunteer management in the Archdiocese of Brisbane
Ahead of International Volunteer Day on December 5th, CPSL would like to share an example of good practice in volunteer management, uncovered during the recent audit of the Archdiocese of Brisbane. The Archdiocese of Brisbane has a volunteer network of just over 10,000 people. To help in the management of volunteers, the Archdiocese uses a comprehensive Volunteer Manual that includes a Code of Conduct, key policies relevant to volunteers and a performance review template for volunteers in key positions or managing teams. In addition to the Volunteer Manual, the Archdiocese has recently introduced an online volunteer portal which helps streamline the on-boarding process for new volunteers, inclusive of a set of questions helping to determine whether the volunteer will need a working with children check.

Catholic Youth Festival December 2019 - safeguarding front & centre for major national youth event
Next month on December 8th, Australia's largest Catholic youth event will begin in Perth. Five thousand children and young people are expected to converge on the Perth Convention and Exhibition Centre to begin celebrations of the first day of the Australian Catholic Youth Festival (ACYF), an initiative of the Australian Catholic Bishops Conference undertaken by the ACBC Office for Youth.
CPSL interviewed ACYF Director Malcolm Hart to talk through some of the safeguarding measures taken to ensure that children and young people are safe to engage and participate in this event.

In the wake of a major clergy sex abuse scandal and the high-profile, controversial trial and conviction of sex abuse of Cardinal George Pell, government and Church officials in Australia are scrambling for solutions.
One change already announced by Church leaders is that seminarians will be subjected to the same training and screening as other Church officials by the Catholic Professional Standards Ltd, a group that safeguards against child sex abuse through trainings and audits of Catholic bishops, priests and religious. The independent group is chaired by a lay board; its members are the Australian Catholic Bishops Conference and Catholic Religious Australia.

The Catholic Diocese of Ballarat has implemented 73 percent of the indicators relevant to their operations under the National Catholic Safeguarding Standards (NCSS), as stated in the audit report of the Diocese published by Catholic Professional Standards Limited (CPSL) today.

An audit of child safety at the Catholic Diocese of Ballarat found it has met 73 per cent of new safeguarding recommendations and is working on the remaining 27 per cent.
The diocese is the first in Australia to be audited by Catholic Professional Standards Limited, which looks at current approaches to child safety, and structures for complaint response and management.

Ballarat Diocese, under Bishop Paul Bird CSsR, comprises 40 parishes across Western Victoria, with 49 active and retired clergy, 38 diocesan and paid staff and approximately 1,600 volunteers.
CPSL chief executive Sheree Limbrick said the audit revealed a strong, public commitment to the safeguarding of children in the Diocese, evidenced by having key personnel in safeguarding roles and a Bishop’s Advisory Council at the diocesan level to implement and monitor the requirements of the NCSS.

CPSL completes training review measuring progress in first six months of its Learning and Development (L&D) Strategy
CPSL has completed a training review measuring our progress in the first six months of the implementation of its Learning and Development (L&D) Strategy.
There has been a positive engagement from the Catholic Church in Australia in the rollout of CPSL’s L&D Strategy in the first half of 2019. 62% of all dioceses, eparchies and ordinariates across the Church in Australia have had at least one representative attend a CPSL training session in the first five months of implementation, 39% of religious institutes (including religious men and women, institutes of consecrated life and societies of apostolic life) have been represented at a CPSL training; and, 63% of Ministerial Public Juridic Persons have attended training.
Through collecting evaluation responses at these sessions, CPSL has gathered valuable feedback from participants about what has been useful in training and what needs improvement.

CPSL publishes 'how-to' guide for engaging children & young people in conversations about safeguarding
A child safe institution seeks the views of children. It provides children with formal and informal opportunities to share their views. The resource, " 'A how-to' guide for engaging children & young people in conversations about safeguarding" has been designed to support organisations to meet this critical component of being a child safe institution.
This guide has been developed in collaboration with the Australian Catholic University's Institute of Child Protection Studies, to support Church entities to engage with children and young people about keeping organisations safe. During the development of the materials CPSL consulted children, who told us the most important part of the process is making sure adults have these conversations with children.

Catholic Professional Standards Limited (CPSL) has today published its first audit report of a Church entity that is subject to the National Catholic Safeguarding Standards (NCSS).
The Presentation Sisters of Wagga Wagga (PSWW) is the first church entity to be audited under the NCSS.

CPSL has made 12 recommendations to PSWW to strengthen its safeguarding practices as a result of the audit fieldwork which was conducted in April 2019.
Recommendations are classified according to priority and urgency for remediation – there are no priority one (critical/urgent) recommendations arising from the audit of PSWW.

The first week of Catholic Professional Standard’s nation-wide consultation on new church child safeguarding standards has finished with 80 people attending sessions in Hobart, Ballarat and Melbourne.
